Who is the 1st character to hit the billion mark in your estimations?

Super Vegeta or 2nd form Cell I think. I haven't actually done a list in years

I'd probably say Piccolo's Gekiretsu Kodan, or #16 if not counting amplified attacks, though there's no real way to definitively say when battle powers lost any meaning or use in the plot after the Freeza Arc (save Trunks' suppressed 5) and what post-Freeza battle powers we are given in guidebooks obviously don't work.

The gap between Goku and Vegeta in the android arc wasn't nearly 150-190 gap so maybe android arc Galu is meant to be 180 there
