I'd say GT Freeza, although I'd actually have to make a halfway decent power level list for both in order to be sure.

Via scaling, keeping the gaps between forms consistent, probably DBS Freeza, though given his lack of feats or statements to back that up, I'd have to go with GT Freeza.
