How powerful was he to break through Mariejois, and then become a very infamous pirate after? Do you think he was stronger than Jinbe?

Depends what kind of security Mariejois had. Considering the Tenryubito don't have bodyguards, I doubt the security was that great. He also got took down by normal bullets, which makes me wary about placing him too high, since feat-wise, Jimbei showed far better. From Luffy's reaction to hearing about him scaling the Red Line, he should probably be at least >> Pre-timeskip Luffy though.
