I think "about half" CG Goku is > than whatever went on down on the Earth with Veggie, Trunks and Perfect Seru.

You forgot a comma in Gurd's PL and in Namek Goku's suppressed power.

EDIT: Semi Cell's power up seems kind of measly for Vegeta to call it "quite a jump in battle power".

Well, the CG Goku thing is quite a can of worms to open up in just a BP thread, so I'll just leave that be. I will say, though, that having 50% Goku at > those levels makes it pretty hard to have the base kids around #18 level in my book -- not that the scaling is my primary reason to go with the other belief, of course, but it helps.

About Semi Cell's power, that's a weird one. Vegeta does call it quite a jump, but it's certainly not treated in the same way as other big jumps in power. The most relevant one I can think of would be handsome to hideous Zarbon which is, at best, 1.16-1.19x (maaybe a little over 1.2x if you stretch it), and definitely seemed like a bigger deal (there were times in the past where I had Semi's boost at about the same level, and other times where I just made it big and went with like 1.33x). Maybe that's just because Vegeta ends up stronger than Cell anyway, but eh, even power-ups like Perfect Cell's full power reveal against a stronger opponent seem to be pretty big.

I just made sure Piccolo was further away from Trunks than Trunks was to Goku. It’s hard to make the gaps too big in my opinion but I tried. I could just nerf the androids to make Piccolo a bit weaker, but eh.

Freeza probably amped up to like 60%.
