I agree with that.
According to Goku, 1 year of training would be useless to him, unless he found a way to surpass Super Saiyan, which doesn't really make sense, if his training with Piccolo and Gohan increased his power a lot.

Regarding the levels, I don't think Yadrat Goku was ahead of Trunks nor did Trunks power up.
I also don't think Piccolo was anywhere near Trunks' power, since he revered his power just as the Earthlings.
Goku's lead on Trunks in the Android arc. also seems too big for me.
They are implied to be on the same tier, with Trunks being the weakest and Vegeta the strongest.
