No I mean, include Expected King Piccolo. What percentage of power is King Piccolo while fighting Goku before and then what level while taking on the Kamehameha?

Yeah, why would there be a difference for expected Piccolo? I think it was more delusion on Goku's part than anything to assume his blast would do anything. The beating he just took from Piccolo was the hardest beating he had taken in the series.

Yes, but this happens every single blast.

So how do we differentiate between delusion and someone actually powering up.

Raditz, for instance, is probably an example of a power-up.

Raditz Power-Up > Raditz ~ Kamehameha

Or something of that nature. So it may be an individual thing.

Imperfect Cell vs Light Grenade, Piccolo seems to get a good sense of Cell's power, but he's still absolutely shocked by the Light Grenade. Is it because hd doesn't know the true depth of his power, or is he just shocked at how little damage he caused?

Effort level could be part of it. Goku vs Tao and Goku vs Piccolo are basically the same, Goku is so far below the opponent that his KHH does nothing. That suggests a level of delusion.

You can make an argument in the Freeza case because his effort level clearly increases there. Raditz is as well. He went from running away from the KHH to taking it head on and catching it. That says to me he increased his level.

This is one of the reasons why the minimalist view doesn't jive with me. Piccolo is clearly not an idiot but still expected at least some effect from that attack. Unless you think Cell is a mere 1.5x Kamiccolo, it doesn't make much sense.

It's shown many times that it's difficult to comprehend how powerful someone is when they're just leagues ahead of you. Piccolo and co. spectating Goku vs Freeza is a good example of this that comes with a solid statement. It's not that they're totally inaccurate at judging their opponents' strength per se, but sometimes you have to see it to believe it.

There's no way Imperfect Cell powered up to tank Piccolo or anything, he was just chilling the whole time. He was never in any danger. When Freeza deflects Vegeta's attack, there's a change in expression, so you could argue something there (he probably just tried harder though).

The most solid example of someone powering up to stop an attack is Goku's KKx20 KHH vs Freeza.

Yeah, this is how I ended up rationalizing it as well. You know Tyson won't be affected by your strongest punch, but when he literally isn't affected at all, it's still shocking. I think this logic covers 90% of the times.

Yeah, Cell literally is nonchalant. It's the most insane tank in the whole series and gets downplayed the most. It's all because of these damn nerfers.

So Piccolo is just retarded? Lol. Expected Cell should be the same Cell that was initially sensed. Piccolo had a full grasp on Cell's power when he powered up.

Yeah. Cell's aura is going full blast when he first walks by Piccolo. Piccolo is literally paralyzed by Cell's power, we've never really seen someone so shook by someone's power quite like this.

I think Piccolo knows it's a long shot, but it's still shocking to see someone take the whole enchilada and walk away unscathed.

That has to be what's happening. It can't be all of this Actual > Expected stuff.

I mean, what is your counter suggestion here? Put some numbers to it.

Goku's still hoping against hope that Freeza's bluffing about holding back, all the way up until he charges up Kaioken x20. If Freeza powers up a little bit to block the KHH, then that confirms he's holding back, and it's most likely by 50% since there's not much reason for Freeza to be honest about holding back but lie about the amount.

In the anime we can see Freeza firing a blast to cushion the impact.
