Does that mean he got stronger? But First claimed otherwise

Context: Vegeta thinks that Frost has gotten stronger than before but Frost disagree
Vegeta: "You may be stronger than before, but you're still no match for me."
Frost: "Oh no. Compared to then, I've gotten weaker. As a result of my misdeeds being exposed in Universe 6, I spent a long time as a fugitive and my body has gotten weaker. As you can see, I'm already dizzy from your last punch. Another hit and I just might die."
Vegeta: "Stop trying to buy time."
Frost: "So you saw through it. Not bad, Vegeta san. It seems my intent was all to clear."

Both Frost and Vegeta confirm Frost's talk about weakening was just a lie to stall, so it's obvious Hit's statement holds more weight. Frost undoubtably got stronger in the anime, otherwise he'd be oneshot material for a SSJ Vegeta at least 10x stronger than the one who stomped him prior.

Manga-wise, he likely didn't get any stronger, unless you believe Tenshithands' surprise at him tanking his Kikoho despite seeing his capabilities in the U6 tournament means anything.
