That's the Viz translation. The real translation only says he had improved.

Improved seems to be used to say that someone has gotten stronger:

Chapter 340 (DBZ 146), P8.6-7
Goku: “I see…But did you spy on the battle on Planet Namek too?”
No.20: “There was no need. By the battle with Vegeta and co., we had already completely grasped your power and techniques. We calculated that no matter how much you improved afterwards, considering your age, you wouldn’t have any increases as enormous as you had before…”

Kuririn: “I heard from the Great Elder on Planet Namek that if only God and Piccolo hadn’t spit in two, he wouldn’t lose to the Saiyans…In other words, I think Piccolo’s gone so that he and God can return to being one person. [ ] God and the Devil will merge and return to being a Namekian warrior. What’s more, Piccolo’s greatly improved, so he’ll become an extraordinary warrior. Dai Kaioshin became the dominant absorption despite South Kaioshin being stronger. Therefore Piccolo isn't necessarily dominant over the base kids in the absorption due to being stronger.

Base Saiyans > Pui Pui > Kaioshin > Piccolo > Base Boys simply won't fit in here.
Base kid Trunks: 12
Piccolo: 14
Kaioshin: 16
Pui Pui: 20
Base Saiyans: 30

I see your point though. It kind of forces Piccolo to hardly change from the Imperfect Cell Saga. If anything we could allow 18 to get stronger in the Buu saga.

It can mean stronger but that doesn't have to always be the case every time that word is used. Trunks displayed a technique and not raw power, so it wouldn't have to be interpreted as such.

In the context of DB, it always means it is stronger. So, what if he displayed a technique or not? It is still done with his power and nothing suggest it is amplified, unless you think that Piccolo pushing back Cell in the same way doesn't mean he used anything other than his power.

No it doesn't always mean stronger juat becasue you say so. Trunks used a technique to push him back. Tien and freeza have shown to do similar things. Power is shown through either Ki, or the damage that their strikes induce.

I've provided many examples as to what it implies, and you? Just your denial.

Tien used a massive amplified blast and even then, that could simply had been an inconsistency. Freeza give us the example that at least a gap like him at 70% and SSJ Goku can do the same

If a technique was that special why do we see how an oponent can tank it if its much stronger?

Btw, Base Trunks pre rosat could never have achieved that feat.

No you're the one claiming it was about raw power when it doesn't need to be. Trunks didn't punch him nor did he pour his Ki. Your examples are irrelevant to this instance since they demonstrate more power in one of those two ways and those quotes just further elaborated.

In that case, we are supposed to assume that Goten improved his fighting style as how it was prior to that.

With Cell, we know that he thought he couldn't take the androids, which Trunks told him why they dissapeared, and Trunks pushing him back is the confirmation Cell needed to realize how he has gotten stronger. This is how the reader is supposed to interpret it.

If Trunks were 12x weaker than Cell, he is unable to perform that task as shown with Nail vs Freeza.

Tbf what Trunks did is pretty impressive, technique wise. Dude is pretty much using telekinesis.
