Hard to tell but we know for sure that users of this state are VERY powerful as everybody was blown away by Goku just revealing half his power, and Goten and Trunks having little battle experience yet can still go toe to toe with fighters like Gohan and Vegeta.

It can be or not. If you want to support it is, you have logical arguments:
-Goku not bothering using grade forms, even when he was clearly losing against Cell.
-Freeza>Base, if you support this.

Doesn't the fact that it doesn't have stamina issues imply they can power up without getting the huge strain though? Vegeta's statement may imply this is the case:
Vegeta: “They’ve judged that state as the best! If they get used to that as a matter of habit, then even if they raise their battle power, the strain on their body is very small! [ ] They’ve thought this through…”

Like, if SSJ has 75 of stamina and powering up (Grade II/III) reduces it to 60, but once MSSJ is mastered the stamina is 100 and once you power up (Grade IV) the stamina is like 80.

Someone said (after Goku/Gohan exited ROSAT) that 'it takes a gigantic effort to be in SSJ form'.
Maybe that gigantic effort weakens the user, thus making the SSJ multiplier seem smaller.

I think the strain Vegeta is referring to in the quote above is connected to what Tenshinhan said, that he thought it took a gigantic effort to stay in SSJ. Goku also stated that they ought to get rid of that instability and restless feeling that being in the unmastered SSJ causes, so I think this is somewhat related to the strain that being in SSJ leads to.

Goku judged the SSJ as their best combat state, but noticed that they had to get rid of the two aforementioned disadvantages... so I think the FPSSJ is simply the normal SSJ with no restless feeling and instability. So they can now operate in it like if they were in their normal state, not suffering from a restless feeling like if they were hopped up in caffeine.
