Later, when the androids are revealed, Piccolo doesn't seem to go by that statement.

Future #17 stomps. Gero (post absorptions) was weaker than Piccolo, who was pretty much implied to be weaker than Androids saga Trunks, who was still weaker than the future Androids.

Calling someone a monster refers to their personality and their strength as was proven by Vegeta and Piccolo against Freeza. Nailcolo is weaker than 3rd form Freeza
