Future Gohan SSJ 1 arm (Having 2 arms) vs Goku SSJ (Post Yadart)?

This is a hypothetical scenario where Future Gohan SSJ (1 Arm) recovers his other arm.

We know that Goku SSJ (Post Yadart) > Goku SSJ (Rumors) > Future Trunks > Future Gohan SSJ (1 Arm).

Future Gohan SSJ must have lost a good amount of power by losing his arm and the only reason Future Gohan SSJ (1 Arm) was stronger than Future Gohan SSJ (2 Arms), was because it had happened 1 year in between and Future Gohan had continued training.

Who would be stronger between this hypothetical version of Future Gohan and Goku SSJ?

Why would growing his arm make him stronger?He probably only had his mobility affected. And Goku is way too strong for that arm to make a difference anyway.

I thought not having an arm would mean that a good part of his power was diminished.

Like what happened to Tenshinhan against Nappa or when Kid Gohan SSJ2. Losing his arms, his powers diminished.
