I don't think Kahseral is anything special among his group
He's treat as being fairly high ranked amongst the Pride Troopers, ordering around the other members in the battle against Goku. He's only nothing special compared to the big 3.
and Roshi didn't defeat him for being stronger.
Kahseral was still incapable of tanking his attacks though.

I'd say the former is pretty weak when Frost later said the humans really were weak after tanking the Kikoho and then oneshotted Ten. As you said, the latter is more likely due to skill, as well as maybe Roshi just bluffing considering that as already mentioned, he was weaker than Kahseral who should be far weaker than Frost.
