Vegeta vs Semi Cell is like a 1.65 gap while Vegeta vs Freeza like a 1.9. In the anime, the gap between Vegeta and Semi Cell is far greater than in the manga, though.

I have Vegeta vs 3rd form Freeza close to 2x, which is almost the same as Super Vegeta vs Semi Perfect Cell (Suppressed).

3rd Form Freeza is absolutely nothing compared to Vegeta. 3rd Form Freeza is more comparable to Piccolo and Gohan then Vegeta.

3rd Form Freeza is probably lucky to be 50% of Vegeta.
