In the fight prior to the ToP, they face Iwan vs Arak vs Liquiir and they mention that they will demonstrate their superiority to the participants of the other Universes.

Did they mean that they are stronger than the 80 mortals who fought in the ToP? Or did they mean that they are superior as much as the fighters and Hakaishins of the 8 participating Universes?

Whatever the reason I didn't fight Gene, are those 4 Hakaishins still more powerful than the other 8 Hakaishins in the Anime?

That they were impressed by Jiren's power doesn't say much, it just impresses them that a mortal is so powerful.
