At-least General-Blue and Colonel-Silver seemed like possible threats even by their appearance.

White looks like he's in pretty good shape to me. As for the topic, there is really no way of telling. The only argument you can make is the Bear Bandit being one-shotted, and White not being one-shotted by a much, much stronger Goku. This however doesn't mean anything when you realize that Goku was heavily fatigued by this time and was likely holding back when he hit White.

That doesn't have to mean Goku was going all out with the punch just that it was much stronger than White's.
