Black's Battle Jacket's best feat was destroying #8 (who wasn't shown to even be as strong as his canon self) and at best gets scaling from Max Power Roshi (who's best feat was destroying a small fleet of ships). Even someone like Taopaipai should be capable of soloing the characters from The Path to Power with minimal effort.

Wasn't Old Piccolo Daimao (less than 50%) the first character to surpass Buff Roshi's Kamehameha?

The plot would suggest Goku's was, given how no mention of Roshi's Kamehameha being able to overcome Black's Battle Jacket was made.
