Did he get weaker from it only because of Goku's body or would the same happen to anybody else?

He seemed to expect to be able to use Goku's full-power, so I'd say it was only in the case of him trying to steal Goku's self.

Agreed with the above. If Ginyu expected to be able to access Goku's full power, then it might very well be something specific to Goku, whether it may be due to the Saiyajin's biology not matching Ginyu's type of brain or whatever. I think he had already used such power before (and even Toriyama confirmed such in an interview iirc), so Ginyu would have to be rather dumb in believing he would be able to evoke 180k+ if he had already such problem before.

If you take the RoF part of the anime seriously, then Ginyu could generally access what the owner of the original body has to offer, although that part was still a little convoluted due to Ginyu bringing up even more power than Tagoma could, unless one assumes Ginyu developed his own powers while a frog... somehow.

I assumed Ginyu was only accessing power that Tagoma was intentionally suppressing. Gohan did note that Tagoma was hiding his real power or something along those lines.

Ginyu has a good understanding of Chi-manipulation, which is a concept most of Freeza's army is unaware of. Since Tagoma is basically a powerful space pirate, I don't think it'd be hard for Ginyu to access his true power. Guys like Goku are cut from a completely different cloth when it comes to Chi-control, so Ginyu wouldn't be able to solve the puzzle like he could with guys who are all about brute strength.

Yeah, what I found weird wasn't Ginyu managing to access Tagoma's full power (which I think he could for the most guys), but him managing to bring it to an even further extent.

Haven't seen it in awhile, but I only recall it being stated that he drew out Tagoma's full-power.

I figure Ginyu must know how his body change works, and has likely done it before, so his surprise at his low power level likely means that it is a unique case with Goku's body.

A good DBM headcanon is about Ginyu being able to access the full power of those with impure hearts,
which is why he did the switch before without realizing there are cases he wouldn't be able to use the
stolen body's full power.

That wouldn't make much sense (like most of DBM), considering their consciousness and soul should be completely swapped by the exchange and therefore not be something he'd need good synergy for. Assuming he's more compatible with bodies closer to his original physiology makes a lot more sense.
