Not really. He tanked Bullets, but I think that's all.

If I had to guess, then I'd say Giran, because of his gum.

If the gum is out of the question, Bora stomps. With gum, I'd say Giran.

Well there's also this, even-though I'm not sure how much it really means.

Apparently Bora can train Upa into becoming strong, so it seems like he's capable.

The way Bora tanked the bullets was far more incredible than the way BoDB Goku tanked them so I don't think a gap as large as 2x is unnecessary and like 2kewl4you said Goku thought Bora was strong , or at least an effective teacher. Bora wins.

Yea Bora is a difficult character to place. I've always liked him a bit below General Blue personally.

Considering Tao held off Bora's spear with his one hand's three fingers, whereas Bora was using both his hands, i think Tao must be over 4x Bora's PL.
