Krillin was unimpressed by Giran's hit. So, power wise, Krillin is stronger, in a battle, Giran wins with lasso.

IIRC. Goku needed his tail to break through that trap giran got him in. Krillin is much weaker than tailed Goku. Its probable without the trap that Krillin wins this otherwise I have to go with giran.
