Maybe Beerus was always stronger than Jiren. It was a long time ago when Belmond defeated him.

Absolutely not. The promotional material makes it a clear point that Broly is stronger than Jiren by stating that he's the strongest enemy ever encountered. In fact, the novelization clarifies that Frieza has never battled an opponent as strong as him and Frieza battled Jiren. This was in regards to SSJ Broly who is much weaker than FPSSJ Broly who is still weaker than Gogeta Blue.

Gogeta Blue > FPSSJ Broly > SSJ Broly > Jiren

Gogeta Blue would win decisively.

The proper line in the novel was that no one in this world could stop SSJ Broly, which doesn’t have to include Jiren (who lives in another dimension) or MUI Goku (Since Goku can’t use the form at will).

If anything, Broly failing to tank Freeza’s best hits sounds like he’s not that strong yet.

I have no idea what moment in time this is referring to or who is making the statement though.

The novel statement clarifies that Frieza believed no one existed that could defeat SSJ Broly. Frieza is aware of all of the universes so it would be included in his own perception of existence.
