I'd say it aligns fairly well with his character. When looking at his history up to that point, Gohan's notable training experiences were influenced by expected or known threats (i.e. the coming of the Saiyans, the warning about the Artificial Humans, and the impact and danger of Cell). With those elements out of the window, it makes sense for him to get back on track with his civilised lifestyle. Judging from his Golden Warrior persona and his Great Saiyaman shenanigans, he was at least willing to get a little active and fight bad guys every now and then, though going up against regular thugs and criminals hardly takes him out of his comfort zone. The Majin Buu situation sprung up quite abruptly, so he had to adapt to the matter without much breathing space. If factoring in GT, it seems that the Buu Arc served as a wake-up call for him to not be as nonchalant in the future since the Perfect Files indicate that he kept up with his training during times of peace.
