Goku has shown himself to be far more straightforward when evaluating his peers. He'd have laughed at the idea if Gohan hadn't significantly powered up.

Goku was the one who made it clear that Gohan had improved dramatically in such a short time. The fact of the matter is that Gohan was far more proficient with the Z Sword than Goku was in equal forms, which is a pretty clear indicator of where Gohan stood.

But it's worth noting Goku's trying to determine Gohan's FP based on his base strength, so he could be just thinking about that.

Given how Goku could even guess how strong Gotenks would be, I’d say his predictions are fairly accurate.
