Based on the fact that Piccolo says Gohan hadn't used Ultimate form since Buu saga, Tagoma is more likely as strong as Z Sword base Gohan. When RoF saga was first airing, people were under the impression that it was a weakened Ultimate Gohan using SSJ to beat Tagoma who was as strong as Buu Saga Ultimate Gohan. We know better now.
