You can't point to author intent to justify Gohan being a Super Saiyan 1 and then ignore the obvious author intent behind the comparison to Cell.

Goku evidently had Cell's full power in mind, not some arbitrary suppression.

It is like saying Kaioshit meant he could one-shot the Freeza who fought against Vegeta.
