On Mondays, Wednesdays and Fridays, I go with it being his full power.
On Tuesdays and Thursdays, I go with it being his suppressed power.
On weekends, I go with it being the highest possible indication of the meter.

The Kili Meter being maxed out sounds so silly to me. I know Babidi isn’t very smart, but he literally couldn’t tell the thing was maxed out?

Why would he need to say it's maxed out if 3,000 kiri was the maximum? Just saying that he was 3,000 kili would be confirming this.

No, but you can see in the manga the meter moves right to left, and it was at the end of the meter.
Still, though, if that was AT's intention, why didn't he just have Babidi say it was maxed out? Why bother giving us the 3000/800 kiri ratio?

Not in the manga. Though he does express confidence after seeing the 3,000 reading which makes no sense considering he was on SSJ Gohan's level. Only makes sense if the meter was actually maxed. SSJ Goku >/> Dabura.

If he knew the max reading possible is 3000 and it hits 3000, it seems like it would make sense for him to comment on it hitting the limit. Then again, he might've not said it due to being in disbelief at it even being 3000 in the first place and thinking the meter is broken, making him too busy to think about it being 3000+. Like if I measured tyre pressure with an electronic scale and it maxed it out at like 60 but I expected 35, if I think it's broken I might just say "how can this tyre be 60psi?!" and if I don't believe it I'll just wait to do another test (eg wait to see how it performs), which in Babidi's case just meant waiting to see how Goku does against Yakon. Then after Yakon's death, if Babidi had a henchman with a kiri of 3500, it would make sense to mention that the meter maxed out, but because Dabura is way stronger than 3000 kiri he didn't bother mentioning it.
Another thing that supports it being maxed out is that Babidi never comments on it going above 3000kiri when Goku powers down to Base and then goes back up to SSJ2, which obviously would've been well over 3000 kiri.

About Dabura not being scared of Goku's 3000 kiri despite only being SSJ Gohan level, if it wasn't the meter maxing out another explanation (ignoring the whole "Gohan was SSJ2 anyway") is that Goku wasn't fully powered up, so was still below Gohan/Dabura's level. It could be both though too. Goku maxed out the meter without hitting his full SSJ power (he literally only just transformed and probably knew Yakon's ki was relatively feeble and already saw how ridiculously weak PuiPui was, giving him no strong reason to believe Yakon's ki is capable of raising to any dangerous level) and Dabura is substantially stronger than 3000 kiri so wasn't worried, because he never finds out that Goku goes >3000kr.

So why do you think the meter didn't respond to SSJ2 Goku? Babidi was holding it.

I think he was just not paying attention to it. He seemed very focused in the fight. And the SSJ2 was also a quick burst, maybe the meter couldn't pick it up similar to scouters.

Maybe but I'd find it hard to believe. SSJ2 Gohan made the meter malfunction and spin around rapidly. You'd have to think it would be making noise if that was the case. Goku is even stronger than Gohan...

If you think Goku was suppressed for the 3000, then surely it wouldn't be just a quick burst? He would have powered up to the max of SSJ1 and then gone to SSJ2. He would have noticed it increasing on the way to SSJ2, unless the meter was maxed out or the meter was unable to read the energy due to Yakon absorbing it and spreading it out.

Wouldn't the meter be more likely to malfunction if its max possible reading was 3000, compared to if the max was above 3000?
Reasons I can see the meter not malfunctioning would be:
1. It's too slow to detect PLs and it's only the jump from SSJ1 to SSJ2 that causes the malfunction. Goku turned SSJ2 just before Yakon died (one panel prior, plus has the sound effect), so wasn't SSJ2 for long (supported by Vegeta saying "it looks like Kakarot can" exceed a Super Saiyan, which sounds like he only briefly saw it). Meanwhile Gohan was SSJ2 for long enough for onlookers to have a short conversation.

2. The meter is fast enough, but Goku in that brief moment never hit the same level of power as Gohan. This is supported by Goku being calm while Gohan was still angry about Spopovich and about having to mess up his school life (so he was just in "fuck it" mode, which is why he decided to show his full power rather than just the requested SSJ1). It's also supported by Vegeta "looks like he can exceed the level of a SS" comment" - he says "can", rather than "has", which could mean he didn't truly hit SSJ2, but only got to a point where his hair changed and he was starting to get a more erratic ki.

3. The meter at the tournie was a weaker meter. We know Bab had multiple meters, since he asked for the highest one to measure Goku. He was shocked by Base Vegeta being leagues above PuiPui, so he might've sent Yamu/Spopovich with a weaker meter that maxes out around Base, thinking that's above what would be available at the tournament. Kinda makes no sense though, since Yamu/Spop were looking for specific people (otherwise they'd just wait until the final), so how strong were they expecting the saiyans to be/what were their instructions on what to look for? Did they never see the Cell Games? Did they just know some people existed who were way above normal human fighters? If Krillin or even Roshi had showed his true power would they have kidnapped him?

4. Yakon absorbing the energy made the meter pick up a lower reading, which allowed it to not malfunction. If it's picking up the volume of energy reaching it and using that to figure out how much energy is at the source, then maybe Yakon stealing it is reducing the flow of the radiation of energy to the meter. Or if the volume of ki isn't what causes a power increase but rather the ki energy per particle (or whatever ki is made up of) that changes, then it might not matter that Yakon is absorbing some of it, since the meter only needs to detect one particle to know the power per particle. Or it could be a combination of both - having a higher ki power can be attained through having more ki particles per second or also by having more power per particle, in which case again Yakon absorbing some of the energy would mess up the reading.

It's likely a combination of 1 and 3. But even if we do assume this meter was stronger, the manga shows that SSJ Goku had the meter as far to the left as possible.

Well, for one, I don't believe you need to be at full power SSJ in order to access SSJ2. It was just a quick burst and Vegeta's later comments imply it wasn't Goku's full power.

Secondly, Bobbidi seemed to be paying attention fully to the crystal ball when Yakon was sucking more energy, not the meter... that's just an explanation meant to assume Goku showed his full SSJ power.

Plus, I believe if the meter was maxed out, Bobbidi could have better clearly demonstrated that rather than just asserting it with certainty that it was 3000. Not just a "It's more than 3000!!!", a "could be" should suffice.

Well, that's my opinion. If you see the meter up close, it seems the pointer wasn't exactly at the last measure either. And when Gohan's SSJ2 energy went way beyond the meter, Spopovitch amd Yamu's meter went crazy and started going from both directions iirc.
