Goku shouldn't be any stronger than his S17 Arc self at this point, so he gets easily beaten.

If it's after the battle with Qi Xing Long though, then he should be in Golden Oozaru Baby's league with how he performed against Si Xing Long, but I wouldn't say he'd be strong enough to win.

I don't think Goku's SS4 form got any stronger from the Baby arc to the Shadow Dragons arc and I know some say that Goku's base form wasn't much weaker than his SS4 by the Shadow Dragons arc but I still don't think he'd be strong enough to beat Great Ape Vegeta-Baby.

I'd probably place them as equals, so SS4 Goku wins due to having Shunkan Ido and the 10x Kamehameha.
