Yamcha still seemed to hold Goku's strength in a respectable regard at the 21st, and knew he didn't stand a chance when he saw Goku has gotten much stronger stating that he would be lucky to get runner up. Keep in mind, this was while Goku and Kuririn were holding back immensely, beating up random preliminary fodder. I think a 1.2-1.25x advantage over BODB Goku is enough imo.
