Yea,but the fact that Goku move that huge stone left Roshi flabbergasted. I do not know if Yamcha (21st Budokai) manages to impress much Roshi that way. Goku also did not mention that Yamcha had a power boost in this time.

Goku called Yamcha ( Pilaf Saga ) super strong. Also, if Yamcha was able to finish Goku easily, as many have posted here, I think Goku had commented that Yamcha made a great evolution. Furthermore it was only said that Yamcha trained for the tournament, but AT does not seem to make a point of showing some progress by Yamucha.

Yamcha trained, though we know that. He also thought Goku was going to be there, he only admits inferiority when he sees Goku in action in one of his matches. He also says the same with Kuririn, so there's that.

He's at least stronger than the temple bullies, who were apparently far over pre-training Kuririn to a point where he thought him and Goku could never beat them... seems like Yamcha's trained a lot to me.
