Maybe the version who got the water from him, but you know maybe he meant it in the way that Goku got it way faster than 3 years as-in his rate for improvement…or maybe not when I think about it.

Yeah it could be about Roshi when he stole the water. I can't see any other way to make sense of it, unless he's talking about Buff Roshi maybe.
