I think I will go with Gohan. SSJ Kefla was stated to be considerably stronger than LSSJ Kale who at the least was a rival to PSSJB Goku and I don't think Goku should have surpassed that level by the Broly movie yet.

As for #18.....sorry I can't subscribe to the idea of her being PSSJB tier, especially since she struggled against Ribranne in the ToP and unlike Piccolo she doesn't have a training partner that is already above Blue tier.

Goku should be stronger than Gohan after his fight with Broly. I’m not sure if 18 is really blue level though, she doesn’t do much of anything.

Gohan admitted to being Goku and Vegeta's inferior after the Broly arc seeing as he said he was only the strongest as long as those two weren't on Earth. That being said Blue is still quite straining and can damage the body unless you can properly contain its energy so if Gohan plays it smarter than his usual self he could win. #18 is just fodder here.

I doubt he'd factor in Pseudo Kaioken and Goku admitted he couldn't go UI at will afterwards. He probably factored in SSJBE since he wasn't surprised Vegeta could use it at will against younger Moro toward the end of the arc.

Do you think Goku and Vegeta got some sort of Zenkai Power or power boost the moment Gogeta's fusion ended?

Maybe Goku got a resolve boost from when Ikari Broly beat the hell out of his God form and he went Blue, because Gogeta barely exerted himself against LSSJ Broly in Blue so that's really the only point in the movie where I could see a Zenkai or resolve boost/adaptation hax happening. Vegeta just caught up through necessity when SSJ Broly cornered them I guess.
