Goku's Kamehameha, Freeza had to move out of the way of the blast and hit Goku in the side.

It seems that Frieza's Nova Strike exceeds Goku's Kamahemeha minimally. But it seems that the Nova Strike technique consumes a lot of energy, which forced Frieza to retreat.

Both were pretty even hence why Freeza decided to retreat and changed his direction to hit Goku with it.

Hard to say. Freeza did decide to go around the side, but that was simply the more logical option over wasting effort clashing with Goku and Freeza did show himself throughout the fight to be a fairly tactical fighter. They both showed themselves to be comparable in their short clash, so I'll just say they're equal in power, which in other words makes Nova Strike the stronger technique on equal levels.
