How strong was Goku SSJ, SSJ2 and SSJ3 during the Universe 6 Tournament and Goku Black's arc?

How is it implied SSJ = 10% SSJ Blue?

Because 10% SSJ Blue Vegeta was as strong as SSJ Goku.

Well Hit was suppressing until Goku showed his ssj God power. Do you think he was more suppressed against Goku?

He pretty much needs to be suppressed unless you want the power chain to end up like; Hit > "less than 10%" Blue Vegeta ~ SS Goku ~ Base Goku

How is it implied SSJ = 10% SSJ Blue?

They don't have to be equal, but Beerus made no fuss until Goku turned Red and seemingly surpassed Blue Vegeta. If Goku had surpassed Vegeta with just a regular non-God form, I think it would've been even more noteworthy to Beerus.

Remember Hit needs to be at Goku's level in order for his time leap to work and since SSG Goku was stated to be stronger than Vegeta therefore SSjin Goku should be weaker than Vegeta.

The way I see it.

SSG Goku >>> Hit suppressed [against Vegeta] > SSJB10% Vegeta > Suppressed [Hit against Goku] >= SSjin Goku
