Well, if we take into account all the forms of Freeza and his relevant rivals, it'd go like this imo:

Piccolo Weighted: 1.150.000
~Piccolo without weight clothes: 1.500.000

3rd form Freeza: 2.120.000

I find unreasonable for 4th form Freeza to increase even higher than twice his power in relation to 3rd form Freeza. Also, you're of the few people that I have seen that thinks that 70% Freeza is stronger than the Genkidama (which I agree with as I don't think it has to be quite stronger than 50% Freeza and 70% Freeza could push back SSJ Goku).

That's just the drama effect. Also, time is variable in DB, not because something lasts more time in real world it means it last more in DB universe.

He gets serious to deflect the blast. It wasn't that easy. Mean equals already means Freeza's own power would negate it, so I think it's enough. I could lower Vegeta's blast a bit, but I went by the Garlic Gun probably being 1.33x (To match Goku's KKx3) to get the blast multiplier.
