Otherwise you end up with Vegeta being at a battle power where he could essentially step in, defeat Goku and Ginyu and have no reason to be impressed with either of them.

Edit: Btw you did say Vegeta's power level after the Ginyu Force fight though which would probably taken as his power level that he fights with against 1st Form Frieza.
