That can be done with a 1.5x difference.

It's similar to the Piccolo Daimao feat imo. It's also similar to the velocity seen when Krillin kicked the Bully. I'd say 1.6x is a minimalist approach, 2x is fair if you're trying to differentiate the one shot feats, and somewhere in between is probably most reasonable.
