How many levels of power do they show? This is what I see...

Kaioken Goku > FP Ginyu (Unseen) > FP Goku > Powered Up Goku = Ginyu > Initial Goku = Initial Ginyu (Better than 60k)

I don't think Ginyu ever powered up all the way. Once he saw Goku's power, what was the point. Ginyu only powers up once in the fight and that's trying to catch Goku off guard with that blast for their second round.

Goku only has 2 powers against Ginyu. Something slightly higher than 60,000....ie the level he trashed Recoome and Bitter/Jeice inas well... But well below 85,000. And of course his Kaioken 180,000. Ginyu is around 67-70,000 during his fight with Goku. Not sure if he powered up or not once he went bonkers at Goku's Kaiolen reading.

Considering Ginyu thought Goku was still hiding a great deal of his supposed max
(85k), Goku should still be less than 70k. It'd make little sense for them to power
up from somewhat above 60k to still less than 70k.
So, i have a theory Ginyu never powered up, he just threw a blast.

No Vic there are more levels than you think. They fight at their initial level which is probably around 65k or so, then Goku declares he will finish the match quickly to which Ginyu responds that he can alter his battle power as well he seems to power up and throw an attack that completely throws fear into Goku to which he has to respond to match him and he proves he's even faster than you. This is all before displaying their full power so there were two levels in which they actually fought at in my opinion

@withheld

Look at the context of their conversation right before the blasts, can you definitely powered up and Goku had to match him.

Yeah, it seems to be implied both Goku and Ginyu powered up when fighting, but the problem arises when you look at the 85k number... they were initially a little over than 60k (64k should do it), then Ginyu powers up flaring that aura when he is about to throw a blast -- to which Goku is like "No!!", and then Goku replies back by, presumably, flashing more power as well, just like P said. But their power up should be somewhat minimal because Goku's estimated full power is around 85k, and since Ginyu thought Goku was hiding that to fight Freeza, his reserves ought to be something big... bigger than the power up Goku just displayed imo.

Goku (initially) -- 64,000
Ginyu (initially) -- 64,000
Goku (powered up) -- 72,000
Ginyu (powered up) -- 74,000
Goku (estimated full power) -- 85,000

This is an accurate numerical representation about the situation imo. I dunno about you guys, but Goku and Ginyu seem completely even initially... Ginyu only seems to have an advantage due to Goku being a bit distracted over Vegeta just leaving the battle field. Due to that Ginyu manages to connect the first punch, but then they are completely even.

In the 2nd round Ginyu seemed to hold an advantage imo. Something pretty slight, but Ginyu seemed to be laughing in comparison to Goku holding a more serious expression in their exchange, which denotes a slight advantage to Ginyu imo. It's worth noting that their power up should be able to swiftly take out their [initial] version, as per what Goku stated. Which makes sense according to my numbers, it's a 88% power up, plenty to take the upper hand in the battle without much problems.

Ginyu did a power up during the fight.

K2 Goku > FP Ginyu > FP Goku > 85k > Powered up Ginyu > Goku ~ Ginyu > 60k

It's never implied he did so, so he definitely didn't. He was barely any different from Goku if at all during the fight.

Yep. Here's how I have it.

Kk Goku 400
Ginyu FP 250
Goku FP 200
Goku/Ginyu Powered Up 150
Goku/Ginyu Initial 125
Ginyu Force 75

How do you think that looks?

I don't know why you think ginyu never went full power. He clearly powers up, and goku is shocked at the power, something he wouldn't be unless it was actually above his base of 90,000 already.

If anything it's goku that's not at full power, as ginyu says goku is holding back and then says he figures goku for 85,000. Implying goku's current battle power vs ginyu is less than 85k. Goku then uses the kaio-ken and completely shocks ginyu with his 180,000

Chapter: 284 (DBZ 90), P6.2
Context: as Ginyu powers up
Goku: “This is bad!”

Chapter: 284 (DBZ 90), P13.4
Context: after Goku lets Goku go
Ginyu: “You’re hiding even greater power! Did you really think that I wouldn’t notice…?! You were probably intending to preserve your power in preparation for fighting Lord Freeza, but don’t you underestimate me! I’m excited about having an entertaining fight for a change! So don’t do anything stupid!”

Chapter: 284 (DBZ 90), P14.1
Context: after Goku tells Ginyu to watch his scouter
Ginyu: "Kukkukku... I don't have to look at my scouter. You should most likely be able to raise it up to 85,000."

Kaio-ken goku > ginyu (max) > goku (base max) > goku (vs ginyu) ~ ginyu (suppressed)

I don't think it'd make much sense for Ginyu to be at full-power when he did the Milky Cannon. Ginyu was still assessing Goku at this point, as the two were unable to land a hit on each other. It seems more likely that they'd be fighting at levels close to each other. Ginyu can raise his power when he wants, so I tend to go with the idea that Ginyu wouldn't show all he's capable of that quickly when he's expecting Goku to unleash more power.

When Ginyu revealed he could raise his power, Goku was already looking a bit worried. Once Ginyu powered-up, it proved that Ginyu wasn't BS'ing.

Prior to making the 85k statement, powered up Ginyu was still fighting on par with Goku and Ginyu never got a solid advantage until Jheese distracted Goku, and after making the 85k statement, there was no further fighting with the Kaioken and Body Change immediately following it. Ginyu was obviously using no higher than 85k during the match.
