Yeah, it seems to be implied both Goku and Ginyu powered up when fighting, but the problem arises when you look at the 85k number... they were initially a little over than 60k (64k should do it), then Ginyu powers up flaring that aura when he is about to throw a blast -- to which Goku is like "No!!", and then Goku replies back by, presumably, flashing more power as well, just like P said. But their power up should be somewhat minimal because Goku's estimated full power is around 85k, and since Ginyu thought Goku was hiding that to fight Freeza, his reserves ought to be something big... bigger than the power up Goku just displayed imo.
Goku (initially) -- 64,000
Ginyu (initially) -- 64,000
Goku (powered up) -- 72,000
Ginyu (powered up) -- 74,000
Goku (estimated full power) -- 85,000
This is an accurate numerical representation about the situation imo. I dunno about you guys, but Goku and Ginyu seem completely even initially... Ginyu only seems to have an advantage due to Goku being a bit distracted over Vegeta just leaving the battle field. Due to that Ginyu manages to connect the first punch, but then they are completely even.
In the 2nd round Ginyu seemed to hold an advantage imo. Something pretty slight, but Ginyu seemed to be laughing in comparison to Goku holding a more serious expression in their exchange, which denotes a slight advantage to Ginyu imo. It's worth noting that their power up should be able to swiftly take out their [initial] version, as per what Goku stated. Which makes sense according to my numbers, it's a 88% power up, plenty to take the upper hand in the battle without much problems.
