I see them being rivals in terms of Fighting Skill. Piccolo definitely wins in the technique department though, he even called Goku a slacker back in the Saiyan Saga.

Anyway, in terms of skills, Piccolo takes this and Super proves that Piccolo is without a doubt one of the smartest/cleverest fighter.
