The Roshi part was a joke, but since Kuririn is still the strongest human in the Boo arc despite not training, there's no way Tenshinhan is winning unless Kuririn is >> Androids saga Base Goku.

Kuririn could have trained in between the end of the Cell Games and Boo arc (before he knocked up 18 with Marron). Plus, he did some training before the tournament, possibly shaking the rust off.
