Goku's battle power in the 23rd Tenkaichi Budokai

If you had to assign a battle power for him at his maximum power during the last part 1 tournament, what would it be?

I'm ranging from late 300s to 600-700 based on my view that 416 read by Raditz's scouter was maybe just Goku's standing around level.

Considering his and Piccolo's feats were nowhere near that of Weighted Piccolo's moon bust, probably no higher than 300 at his peak. It's worth noting one of the video games gave Piccolo a rating of 292 at this time, so Goku being around 295-300 makes sense.

Even Master Roshi is shown to be a Moon buster though.

Roshi's feat was clearly an outlier, given how the likes of Daimao never present relativistic speed (Popo even treating lightning as a relevant benchmark) or Moon level destructive feats (getting worn out from a City level Bakurikimaha).

What about the mountain feat? Isn’t it more impressive than wiping out the surface of a city?

No. Mount Frypan seemed to be quite small compared to most real world mountains used when describing "Mountain level", so it was at best a Small City level feat.

Given how Piccolo did the city feat with a swap of his hand while suppressed, shouldn't Piccolo's Bakurikimaha be >>> City level?

He destroyed a town with that wave of his hand, the Herms translation being inaccurate as the anime (of which I doubt changed this part of the script) clearly said "machi" (town) rather than "ichi" or "shitii" and even that required him straining his hand. For the Bakurikimaha, not only was Central City not shown to be any larger than an average one, but Daizenshuu 7 uses it as a benchmark when talking about his power and compares it to an atomic bomb, solidifying Daimao as being no higher than City level.
