Goku's power level vs Freeza

What do you think his power level is? I think 3 million sorta works, but I can also see something higher. I like 7.5 or even 10 million. Like this:

Vegeta: 3,600/4,800
~ Planet Buster: 5,400/7,200

Freeza: 3,600/4,800
~ Speed up: 4,800/6,000
~ Kicking the blast/warming up: 6,000/8,000
~ No hands: 8,000/10,800

Goku: 6,000/8,000
~ Warm up over: 7,500/10,000

With the 3 million level I have the Planet Buster with little to no amp and Freeza not raising his power to kick it. It's not something that needs to be bloated.
