Well... presumably that Golden transformation brang Freeza into the realm of Gods, so I suppose it would for Cooler as well. He showed more potential than Freeza and was able to find a transformation beyond the 4th form, so he would likely be stronger as well.

I assume this is Golden Cooler without any training. If so, then Evil Boo one shots, because I think the gap between Cooler and Evil Boo is way too big for the Golden form to make a difference.

I don't think the god forms really have anything to do with Freeza's race's Golden form. Freeza seemingly naturally unlocked it just before his invasion, at which point his 4th form was already astronomically powerful - it seems more like a fixed level that multiplies the user's power from their base form. Considering this, I doubt Coola can beat anyone above Kanzentai Cell with it, really.
