Are the Super-Saiyans in the Universe-6 Saga same as Super-Saiyan Blue? And what was Super-Saiyan Blue anyway, now that it's gone?

No, they can access both forms still. They stopped using ssjb for a while because they wanted to hide their full powers, but can power up to it from the normal form. Apparently Blue just has better ki control and full blown god ki, or something.

It is stronger by an unspecified amount. SSJB Vegeta one-shotted SSJ Cabba even though there wasn't that big a gap between their powers in regular SSJ form.

How strong is Frost compared to previous villains?

Same as what Kenshi said. His first form alone ought to dwarf any Z villain, whilst his 3rd form/Assault form was at least on par with True form Freeza (post-training), if not stronger. His true form is obviously far stronger than that, though far weaker than U6 Arc SSJ Goku/Vegeta.
