Tournament of Power versions of both characters. Both anime and manga.

Manga-wise, Frost stomps since that would make him vastly stronger than FnF Arc SSB Goku and nothing suggests Goku made huge gains since then. Anime-wise, same situation, seeing as how Frost and Freeza shouldn't be tiers apart, though Frost will have slightly more difficulty than manga-wise.
