They thought Goten and Trunks were poachers, and they were taught to defend the island from poachers, not kill poachers.

They should be well aware of what Super Saiyan is given who spawned them. Trunks and Goten also immediately turn Super Saiyan when those Juniors charge. If they were poacher level you'd think the kids wouldn't seem so concerned.

The Cell Jr.s knew how to adjust their effort/power only so much that they can down their opponents at the Cell-Games, so if they were holding-back it probably wasn't by that much considering they'd know and they were swarming them. Why would a bunch of Cell Jr.s swarm two children if two or three could win?

I'd say they remained the same as their post-Rosat self. I don't believe the fight limits them to strictly Cell Junior tier when it was 7 on 2 and only lasted what seems to be a couple of seconds at best.

Is it possible that they became weaker/rusty given of their skills? I mean if you look when Goten and Trunks were sparring and Goten couldn't even landed on the floor properly. That's just my guess of course.
