Nothing indicates that Gotenks (BoG) this nerfed. Nor that it has increased its power, the only thing I can think is that maybe Gotenks SSJ3 (BOG) is more powerful than Gohan Mystic, because in the manga Gotenks faces Bills in SSJ3, after seeing Gohan mystic was defeated in an instant, but it also may mean nothing, and that's what would Tenshinhan> Base Gotenks> Mr. Boo.

Manga is the adaptation though and has irrelevancy to the anime which is the original source in this time around.
Also it wouldnt make sense for Gohan to all a sudden be weaker even though neither trained.
He was definitely nerfed. SSJ3 Goku and SSJ2 Vegeta story wise are portrayed as strong. If thats not nerfing then I dont know what is.

Not nerf, but Goku and Vegeta increased its power a lot, just watch as SSJ Goku (BOG) fully trust someone is to fight evenly against a lot more powerful than Kid Buu according Kaiosama.

By increasing Goku and Vegeta so much they make Gotenks and Gohan look like trash which is pretty much nerfing.

Being an animated series, anything can happen. Personally I have a multiplier of SSJS nerfed for mergers, except for Vegetto. Therefore I have a minor difference of about 100x Mystic Gohan Goku SSJ3 (Boo).
We have seen in many other occasions crazy increases, such as Gohan training in one day with the Z Sword and increasing their power much more than what he got Goku in another world for 7 years.

Its still selective we might have seen crazy things. But right now we are talking about Goku so thats who we nshould cherry pick. This is considering that every character has their different levels of strength and gains nothing of this sort has truly been seen from Goku solely. Also since in originality this was a bog thing we can say oh its been five years. But when we compare Goku's five year gains to his 7 years gains 7 years is still larger in time and he had learned newer things in 7 years but his gains just stretch out like crazy in 5 years?
You also got the Frieza>Base saiyans quote in bog in which case scenario Gotenks and Gohan are nerfed even harder because a SSJ2/SSJ3 Goku who is weaker than 120m still surpasses both warriors.
