I don't think Gowasu is much of a fighter as the Kaioshins seems to just created and watch over the universe. Not destroy like the all mighty hax Beerus. Going by how much powerful Zamasu is then Supreme Kaioshin, I could see Gowasu stomping the green out of Cell.
