Grade 3 goku vs full power semi perfect cell

Who wins if there's no speed issues for goku?

Goku has the edge in power but Semi might win if he preys on his weak stamina.

Semi Perfect Cell. He has superior abilities on top of having better stamina.

Gohan said Goku could easily beat Semi Perfect Cell after he transformed. Even accounting for Cell's power up to full power, I can't see Goku losing this if he maintains his speed.

Grade 3 has stamina issues though, Goku seemed winded just from using it for a few seconds.
