Boo wins due to his power and infinite stamina, but I wouldn't say it'd be a complete no contest.

If anything, I'd say it'd point to Boo's power at his peak of rage spiking up significantly rather than SS3 having a huge boost.
Still, I'd probably say this only concerns the anime when considering every other source to comment on Pure Evil Boo concerning the manga has just stated that he got the greater share of Fat Boo's power.

All other sources (including the manga/anime itself) state that Fat Boo's power was divided between his good and evil selves, so there's no way Pure Evil Boo = Fat Boo without a boost, considering Good Boo certainly isn't 0% of Fat Boo's power .

The Dragon Books' statement would suggest Pure Evil Boo gained 100% of Fat Boo's power in general, which wouldn't work when Good Boo could still do something against Pure Boo (even more so in the anime the statement concerns).

I could buy the anime deviating from the manga here since anime Piccolo implies Wrath Boo > SSJ Gotenks, so I’d take this as a grain of salt.
