@SSJ2 I think Yajirobe’s potential is a huge factor here. Logically he should be left behind when he didn’t train in those years, and then catch up when he does train with them.

Not sure if that was Goku’s FP, but he does say he overdid it. That means he could’ve still wind chopped her with even less power.

Also, Chi Chi has no statements. Tao and Yajirobe get a lot of respect, and Yamcha even says Tao is strong for one shotting Chaozu. Roshi calls Chi Chi a master, but that’s too vague.

What Yajirobe oneshotted Cymbal with his sword once he got serious. He went from pressuring Yaji with his lightning to being blitzed. Yaji was much stronger.
2x for that gap is overkill. It doesn't look like that level of dominance.

When did Yamcha say that about Tao/Chaozu? Tao was holding back against Chaozu as well, so it's hard to determine Chaozu's power from that. Yajirobe gets some respect but it's still nothing definitive. Being called "pretty strong" isn't too different from being called a master.

Well unless Goku is many times stronger than Yajirobe then there isn't much we can do.

He didn't, I just misremembered the quote. He just calls Tao "The guy who beat Chaozu". Yajirobe saying Yamcha will lose to Shen because he lost is kind of a big deal. Being called "strong" is also rather generic so it doesn't help Chi Chi's case.

Made some edits to the 21st. By making wind chop 3x Yamcha, Goku is a clean 10x Strongman. Numbers also look smoother overall, but the Piccolo Saga ends unaffected. Not sure about where to place Chi Chi, Chaozu and Yajirobe in the 23rd... We have nothing on them.

Also, are we going to finish the 23rd Budokai? Or is that final part free for all?

Yajirobe has the most going for him as he was directly invited to the Budokai suggesting some level of relevance. I think anywhere between 75-85% of Krillin/Yamcha is fair.

Chaozu should be ~60% Tao at maximum given that Tao one shotted him despite holding back.

Chi Chi I've got right in the middle of Yajirobe and Chaozu given that she actually qualified for the finals and had decent movement.

Me and SSJ2 figured out the first part and my old logic for Part 2 still remains relevant I feel.

Big 4 > Krillin >= Yamcha > Tao > Yajirobe > Chi Chi > Chaozu

Here's the numbers I got...

Chaozu 150
Chi Chi 180
Yajirobe 200
Tao 225
Yamcha 240
Krillin 250

I think everything should be real tight here.

FP Goku/Piccolo >>> Battle Damaged Goku/Piccolo > Piccolo (vs Shen) > Kami > Shen >>>>>>>>> Everyone else

Yeah, I mean, @SSJ2 is talking some minor differences here. But I think 1.5x is in general fine, if you want to bump it to 1.67-2x for that, that's cool, but it shouldn't be a forced logic type of thing.

1.5x - 2x is a good range for Tao vs Chaozu. Anything in there is fine.

So you converted back to 3x Wind Chop now? What happened?

There's no reason to assume he was holding back to exactly 1.5x Blue...

But yeah we're splitting hairs here. I've got Tao 1.65x Chaozu which is close enough.

I think it makes sense to put Yajirobe and Chazou at Initial Young PD level. They’re respectable, but not on the same level as Kuririn and Yamcha.

Yajirobe: 150
Chaozu: 100
Chi Chi: 50?

So you converted back to 3x Wind Chop now? What happened?

I want to give Master Roshi’s training gains proper respect. Goku and Kuririn going from Olympic to faster than the eye can see is crazy. I didn’t even have wind chop in mind when I made these gaps, but then I thought “why not?”.

Because Yajirobe got a glimpse of Shen’s power. Yamcha did much better than Yajirobe who lost instantly.

Goku said he overdid it. He didn’t need FP at all.

While that's true, I think part of it also feels like a...

"Well if he did that to me, you are cooked, because you couldn't do that to me" type of mentality. Which I think is backed up by the invitation as well. "He looked strong."

I just don't think Krillin says Yajirobe looks strong unless he was.

He didn't, but it doesn't change the fact he's using nearly all of his power to do the technique. And this is a technique thats likely more forceful than the wind chop Jackie did.

Goku getting serious for the wind chop suggests that Chi Chi is a far greater threat than what you are suggesting

Yeah I think if Chi Chi was that weak then initial Goku could have wind chopped her Roshi-style.
