Goku: “I coulda used Fusion…”
Dende: “Fusion…! Merging together, right? That’s the specialty art of the people of Planet Metamor!”
Goku: “So you know about it, Dende…! That’s right, some people from Metamor who I met in the afterlife taught me that art…It’s a merging technique which can only be performed if two people are fairly close in both power and body size…In other words, by having two people merge into one, they’re able to become a single, new human with amazing power which either of them on their own absolutely wouldn’t be capable of. It really is incredible! Those two from Metamor were completely weak and gentle on their own, but by using Fusion they transformed into a substantial warrior! [ ] …I was just taught the art, but I ain’t never tested it out…There wasn’t anybody on par with me in the afterlife…”

It seems Goku is talking about the people's strength in general, not when fused, since he said the two people must be fairly close in power, yet when doing the fusion they must have exactly the same power.

Goku wanted to fuse with Fantastic Gohan. Even suppressing down to SS3 Goku's level, Gohan would still be hugely stronger.

Here Mr. Popo said that Gotenks are almost identical in power, that is, this is one of the questions to perform the fusion.

Goku: “…I was just taught the art, but I ain’t never tested it out…There wasn’t anybody on par with me in the afterlife…”

Goku did not test the fusion in the afterlife because there wasn't anybody on par with him, that is, the people must be on par to perform the fusion dance.

- Lowered S17 Vegeta's power. Not sure if I'll lower Goku yet due to their contest at the end of the arc implying Vegeta thinks he has a chance in equal forms.
- Lowered S17 Oob's power. Added the extra set of zeroes.
- Added Hell Fighter #17.
- Raised S17 Piccolo's power.
- Raised Cell and Freeza's powers.

I'll try to get to the Evil Dragons arc soon, though I can't promise I'll even pay any mind to the lesser dragons.

That does go against the rules for Fusion already laid out, though. Which means either...

A) It's an author oversight,
B) SS3 Goku and Ultimate Gohan are actually close enough in power for Fusion, or...
C) There's some complicated possibility where Gohan's Ultimate power-up works like a transformation and he can still power back down into a "base" form to do Fusion, or something like that.
